When doing statement lips you want the colour to be striking, sharp and clean.
Keep the rest of your makeup to a minimal as this will make your lips pop out more. Do not apply much colour on your eyelids and keep the blush soft.
The best way to achieve this is by lining your lips with a lip pencil that matches your natural lip colour. Then to achieve true, long-lasting lip colour, fill your lips with a lip pencil that is the same (or as similar as possible) to the lipstick you want to apply.
